Charles I, King of England, had been accused of "traitorously and maliciously levying war against the present parliament" and  for conspiring to "overthrow the rights and the liberties of the people"... 

So once Parliament had disposed of the King, it turned to the disposal of his property: a considerably valuable art collection!
