The Opposition leader Tony Abbott says he wants half of every payment to be quarantined.
It's part of a social policy plan Mr Abbott spoke about at the Sydney Institute last night.
But this speech has been overshadowed by a claim that Julia Gillard opposed paid parental leave in Cabinet.
We discuss the likely social policies of the Opposition, and the seeming absence of discussion about social policy in the election campaign to date.
Advertising superwoman

If you haven't heard the name Louise Schultze before, there are half a dozen reasons why it might soon become familiar.
Louise was one of the star guests at the Small Business Summit held in Brisbane last week.
A few years ago she founded a web-based business called iBidAM, which links small business with advertising options. It was recently valued at $10 million.
Louise is also an experienced foster carer, the single parent of a 7-year-old son, and is on the waiting lists for permanent care of an Australian child and for international adoption.
A keen philanthropist, she has a big plan for assisting at-risk families.
